It's how he's been able to consistently communicate with them nearly under the radar of mainstream press.
It's like a bridge to his most loyal listeners, which a lot of huge artist loose touch with when they blow up and chase radio singles (which is why they usually can't withstand top-teir music status).

Eh, this is more of an R&B record tbh. It even has a bridge and content-wise, it's about relationships/romance. I don't see Drake throwing a record like that on a Scary Hours project when he knows most people associate that term with him rapping his ass off, especially following Scary Hours 2.
I could be wrong but I just don't see it happening.
Oh, and technically, there is no Scary Hours 1 since God's Plan got added to Scorpion and now, Diplomatic Immunity is a standalone single on DSPs.

Yeah, in a way but this is more sing-songy. It's about relationships and it even has a bridge so most people will view it under an r&b lens as opposed to a rap lens, if you get what I mean.
