I hear you. I am reminded of Kufi music I grew up in that repetitive part of the song. I think of it as Drake going into a literal trance and zoning out to the phrase.
Adore the writing on the track too. I think HNVM is his best (my fav) writing of Drake's career.

It’s not what I wanted to hear coming off Tuscan Leather, IYRTITL, and WATTBA. Terrible first impression. Track 1 and the album is already disappointing

I disagree. I think it’s the only track that gives the grandiose feeling that was expected from that album
