Em's a great freestyler but there's way too many good freestylers in rap to say he's the best. He's one of the best but there's also Jay-Z, Biggie, Black Thought, Kurupt, King Los, etc. who are naturally great freestylers.
That said, I think Em is a better freestyler than Thugger.
