I don’t hear the nosedive in quality personally, I just think it’s a bit overstuffed. My favorite on it is honestly Ize Of The World which is towards the end. Especially that part from 1:54 to 2:28.

I think Jackson C Frank's albums cover is kinda bad
I mean I agree a lot of "iconic" covers aren't anything special but I don't think BoB is one of them

I think it captures his nervous energy and transient nature perfectly. Even when you have a scheduled photo shoot with the guy he won't sit still for a second and is just an unknowable blur.

I’d give a ton of money to be able to just look into alternate realities where something is slightly different to see the changes in reactions from people. Like if this was a lesser Dylan album or even just straight up bad, I doubt people would praise the cover.

It’s a good take and I totally can see it but it doesn’t feel like a conscious decision for why that cover was chosen and it just seems like a projection of the albums material onto the image to elevate it. Still a good take.

They probably just thought it was the most enigmatic of the bunch they took
"I wanted to find an interesting location outside of the studio. We went to the west side, where the Chelsea art galleries are now. At the time it was the meat packing district of New York and I liked the look of it. It was freezing and we were very cold. The frame he chose for the cover is blurred and out of focus. Of course everyone was trying to interpret the meaning, saying it must represent getting high on an LSD trip. It was none of the above; we were just cold and the two of us were shivering. There were other images that were sharp and in focus but, to his credit, Dylan liked that photograph"
