Alright ima say it one of the most underrated rap records has to be Bubba Sparxxx Deliverance. At the time no white rapper after Eminem stood a chance to succeed. So instead of doing a generic pop rap attempt Bubba's takes it completely left with a true blue grass country influenced joint, not to mention some of Timbaland's most creative beats. Even got Organized Noize nod of approval.

tbh I've always felt that "Heroes"' first half was actually his most visceral work, while Outside is his headiest album. Or probably Buddha of Suburbia.
