yes, pacing is perfect, most creative direction of his career, arguably his most complex and accomplished visuals fighting with scenes of The Return, one of his most coherent yet complex films and the second half just becomes a rollercoaster ride. However, I'd put Mulholland Drive on par with it even though it is not as tightly structured as Lost Highway the ending hits even deeper imo. Then again, Lost Highway is still a blast from the first second onwards (Top 5 90s film for me).
Also, Lost Highway taps into emotions that are rarely exploited in cinema. Not even revenge thrillers manage to actually tangle the trauma of jealousy and the lust to kill while in face of the failure awaiting. His storytelling device playing a major part in this for sure tho.
