I always heard sizing had more to do with length than waist on the pants

yea i was checking size charts and it was pretty much that and the rise it seemed. At least for the shorts i was looking at the waist measurements and the size seemed to go from 15in (2) to 15.5 (3) so im expecting for it to fit
