I don't think so, that would suggest they framed the entire tour around OVO fest, when really it follows the typically itinerary of a LiveNation promoted tour for artists of this sales tier.

by this i mean it would be a better indicator if the toronto date was like, 3 weeks before or after the tour, or some big gap in the dates. but the shows are pretty cohesive geographically
