Rockstar tends to make American/Western parody games. I can't see them doing a GTA in Japan especially considering violence and crime isn't abundant and glorified over there. It's most likely going to be Vice City. Perhaps they'll take inspiration from Rdr2 and give us a whole region ie Vice city up to Liberty city with major cities in between.
