i looked more into this and apparently the reason mitch didn't bring it to vote on the senate floor is because he plans to bundle the $2k stimulus into another bill which has consolidated trump demands into it ($2k stimulus + sec 230 repeal + etc, some other stuff), then force a vote on that. essentially wants to hold $2k stim hostage against dems unless he can get his own party demands into the bill since rn republicans see the NDAA bill as having been full of dem demands.

(quick edit: mcconnell likely knows all of this will not pass ofc and does not want any of these things to pass but is playing politics to maintain his position among trump voters to make it seem like he did his best)
