Drake is a better artist because even prime Jay had him making poor music decisions like mimicking the shape of rap in the 90s with Reasonable Doubt (still an amazing album), a dump of unique ideas wasted on a double LP filled with filler like on BP2, hopping on trends like autotune, EDM and trap like on BP3 and WTT and poor marketing ideas utilizing social media and hopping on new trendy s*** like Twitter with Magna Carta.
We've seen Drake reinvent himself with almost every project with a few exceptions (Scorpion) where even then he brought a respectable production lineup and experimented a bit. Drake's vision is overlooked when looking at the artist side of things. Drake albums will still sound fresh in the future while albums like Vol 3, BP2 and Dynasty will sound dated, no shot at Jay-Z's sharp pen, he's still one of the best rappers of all–time.

he has R&B records that are great but also are a struggle to watch him perform.

He started rapping "decent" since Comeback Season. I can link you several songs on each project before NWTS that show his sharp pen, he started getting "decent" on freestyling during Take Care and mastered it shortly after.
Take Care is a classic rap record, NWTS showed his improvement and maturity on a rappity rap level. He's always been confident, but he was in a new type of boastful bag on IYRTITL. His r&b s*** is just a plus, he definitely does on studio albums than live singing-wise.
And obviously these two aren't perfect, no one is.
