He made an album about praising Hitler and only didn't commercially release it because it got leaked in advance. It's part of his artistry. Kanye is a worse artist than Future because Future is not a Nazi AND has never made a project anywhere close to as bad as Donda 2, Vultures 2, Bully, or Cuck. S*** I would say he hasn't even made a project as bad as Jesus Is King.
2004, 2005, 2010 Ye albums are certified. DS2, Monster, 56 Nights, Beast Mode, Purple Reign, and We Don't Trust You are better than every other Kanye album and are more relevant to the culture than every other Kanye album besides Graduation (808s notwithstanding as it's not a rap album).
At a minimum, they're at parity. Given my lack of enjoyment of Nazis and enjoyment of people who behave normally in public, I'm picking Future over Ye.

Futures really consistently good moreso than most rappers. He doesn’t experiment a ton which is part of it but he’s never genuinely released any bad music
