Okay I understand creating the process to prevent defects, otherwise everyone is going to abuse it

It is one thing to mess with your own body by cosmetic surgery but it is a whole different level to mess with the DNA of your children, grandchildren and all the future generations at once.

Like down syndrome, Autism, Cerebral palsy, etc, not only limit to their looks but just overall function as a person

Even then you've entered dangerous territory, because atypical people are still perfectly functional people, to actively weed them out of a population is what you call eugenics. Would you also do the same to people with gene expressions for other mental disorders like depression, bipolarism, and the like?

It's kinda tough to place the purpose of genetic engineering, overall I don't really support the idea since people are gonna abuse it and it'll completely alter the DNA of your future generations too.
