this is kind of due to how the industry was initially built up. on a legacy rolling stones list you wouldn't find Veronica of the Ronettes because she was a part of a girl group, but you'd find MJ or Marvin Gaye on the list because they found success outside of their boy bands

regardless, it's subjective but I think if you apply slight objectivity of who's a stronger singer with how many vocal octaves you could hit, you'd see Minnie Riperton above MJ or Axl Rose for example
