it's both. it exists in its current structure because society has chosen to define gender. you brain will influence how you behave. the reason we have gender dysphoria is because of how the culture or society one is born into draws the lines of gender experience

Just clearing up in case this is a possible misconception: You can be transgender without having SRS. SRS isn't required to treat gender dysphoria. There are plenty of trans individuals who do not have that surgery
