Ruffian who they renamed Rockstar Dundee are the ones making it, they don't have any prior experience using RAGE since they're recently brought in and made crackdown on unreal
So probably just a case of being more comfortable with unreal and cheaper since unreal been around for ages

Rockstar has the foundation pretty much secured to make sure the game is at the very least top for the year it releases, Cyberpunk failed because CD Projekt had no experience with the genre on top of bloated expectations
