Rockstar hired a whole new studio to make this, same studio who worked on Crackdown and the Master Chief Collection. I'd assume Rockstar Dundee have been focusing on GTA 6 alone

I don’t think we’ll have to wait much longer for GTA 6. Based on their earnings for GTA online, they should be more than eager to release a new GTA game.
Their silence makes it hard to have faith but they have thousands of employees across the world. Their next-gen GTA 5 enhancement trailer speaks volumes, as it shows us that their resources are going somewhere else.
