i don’t know what it means in the context in which you are referring but in some video games it means locking an enemy in a stun state so you can keep hitting them but they can’t do anything because they are stunned

stun meaning cannot moved, crowd controlled, etc

Stunlock is a joke in his community where out of his chat of thousands of people he'll read one negative comment and talk about it for 30 minutes, or he doesn't move on from a certain topic for hours because he sees a bait comment in his chat
