Using my own head canon (separate of what I watched), it’s definitely a greenseer moment, and she had the same bar last episode. I don’t think we repeat this line over two episodes just for an inconsequential moment of Rhaenys grabbing her dragon

it's a good idea for them in the sense that it makes people talk and creates gossip/outrage
they will always go for these whenever possible because it creates traction and gets people talking I guess let alone in GOT's universe
