Pop is separate from this. He was important too but X Juice and Uzi were literally bringing a whole new sound and vibe to the game. They were gonna push hip hop to a distinct new era

Edit: in terms of pushing the culture forward. PAC and Big died and gangsta/bling bling rap still kept flourishing for another 5-7 years.

I think hip-hop is in a good place but I also think artists like XXXTENTACION, Juice WRLD, and Lil Peep were among few genuine trailblazers in a generation of very derivative and watered down people who just want to ride the wave. There are more but those guys had the combo of pop appeal with the willingness to experiment and color outside the lines
