Rap falling off for a bit will make rappers stop bloating their albums with 20+ plus tracks, weed out the clout chasers and push the genre to actually evolve instead of going backwards by chasing TikTok hits off bad sampling.

When rap first got created and was a mostly underground subculture that American society looked down on, the only people who rapped were the ones with a true passion for the art form
but with it being such a commercial force to the point that its in movie soundtracks & marketing campaigns for every product imagineable, the average rapper just views it as a way to make money
nothing wrong with wanting to make money from your art, but at a this point, the rap game barely even exists, its just a money grab

There was a time when rappers really did have to create some earth shattering s*** to hit top 5 singles. Miss (certain aspects) of those days. The accessibility is convenient and it’s great not hearing only pop head white women or folk rock in mainstream

As bad as labels are, they are the backbone of the industry
Because a lot of artists just want to make music and have people like it without having to grind for the rest of their career to maintain that, which is why 1,000s of artists sign to labels every year.
Now Should there be a union for music artists? 100%
But Labels continue to run the music economy because they prey on desperate people and control 90% of the outlets that help artists get mainstream success

Falling off just means that it won't be the dominant genre anymore, and it doesn't have to be
Funk, Jazz, Blues , and Soul/R&B need to become dominant genres again. The reason Hip Hop thrived from the 80s to 2000s is because it had so many genres to be influenced by.
Until that happens I can't see Hip Hop reaching new heights sonically.
