If you train for a long time then sure. This one dude at my gym has been doing taekwondo for years and he throws the meanest kicks for a smaller guy. Son rips the heavy bag apart. With enough practice anyone can get good.

It would take you a very long time to get this good at striking, honestly you'd be better off learning jiu jitsu and learning how to control people on the ground. Most people don't know how to grapple at all and it's safer in general plus even if you're smaller you have a real shot at winning or at least stalling
