Getting to a billion is difficult af. Not to mention you don't actually make a whole lot of money off of record deals/sales. You make more money through touring or side businesses. I don't think that a young drake was very business minded either, not to say he didn't think about business but if you look at companies and things he's doing now compared to back then you see a much higher business output now.
