Nah I doubt they could come up with something internally to change things up, because whatever punishment they'd threaten their population with isn't as damaging as the dependency trap they could fall into. Imagine being a couple with 2 salaries but you have to take care of 3 kids + 4 parents, that's just way too much so people aren't gonna want to have kids since they're gonna be forced to deal w their parents.

Also, not as big of a problem but a problem none the less: their ratio of men/women is all kinds of f***ed up due to the one child policy. Tens of millions of men are gonna end up celibate for life due to their demographics and that's a great recipe for unrest. Think the loser movement here but 40x worse.
