Eminem was the biggest artist on the planet in the late 90s / early 00s, massive radio play and constant rotation on MTV. That horrorcore stuff too was different at the time from the wishy washy pop crap out people just gravitated to something new.

Yup, it's just different. Artists used to sell 100k in the first week, go on tour / promotional tour for like a YEAR and still go Plat!
Nowadays if you sell 100k in the first week, you're only gonna sell like 250k total lol
