She was actually waving them off to pass by

The cop stood in the way of the car on purpose (not part of their protocol)

As she accelerated, he leaned over the hood and shot her thru the windshield, as to make it appear like he was "defensively" shooting from the very front of the car. All of this was despite him being pretty safely out of the way.

And again, cops aren't supposed to stand in front of the car to block it.
