I'm probably so delusioned by being a fan of Kanye for many years that it's hard for me to comprehend if dude declined in the eyes of general public or not. I think TLOP tour was a massive event and people liked songs from TLOP.
After 2016 Kanye is not even tour normally, so it's difficult to measure impact of his music alone on the perception of him.
I think he can drop subpar album and then announce a festival run or tour in Europe and people will go crazy.
