There are no vowels in Hebrew. There weren’t dots either, that’s all masoertic Hebrew. It allows many interpretations on one word. This is Hebrew, can be found all over the world. When they translated the Torah and Old Testament this is what they were transcribing.

And as you can see, it's written in modern hebrew letters (although it's not like modern hebrew, it's kinda like the difference between new and olde english)

U do realize that image is the Aramaic alphabet. Modern Hebrew is written in that vein. Paleo Hebrew was used long before Aramaic inspired Hebrew. That form of Arabic Hebrew was used in like 800 bc due to the Babylonian empire. This is when the Pharisees became the government in the Hebrew culture. They disbanded Paleo Hebrew and took on the Aramaic alphabet.
Parts of the Dead Sea scrolls were written in Aramaic and Paleo Hebrew.
