DC restaurant jobs are always hiring if you are looking for work. Feel free to lie on your resume to land a waiter gig.

Accommodation is more difficult. DC is really expensive. Everyone I know with cheap rent has 4+ roommates and lives outside the district. Craigslist is your best bet. A lot of rental companies expect "3x rent in salary, 2 months advance" blah blah blah.
