I'm sure you know 40 has a terminal condition. He works with drake, rest of OVO, runs his trees business. Those things alone take a lot of time outside of whatever he does for leisure.

Jay Z keeps trying to get 40 to work with him though, I'd be very interested in hearing that on multiple songs

as far as I know there’s nothing I’ve ever seen implying Drake doesn’t LET him work with others. I’m sure being Drake’s main guy is a couple full time jobs at once but other producers have managed similar workloads

definitely and idk if it’s fair to speculate on Drake’s behalf there honestly. I feel like 40 has been pretty honest in his own interviews and it doesn’t seem like Drake is controlling him or stopping him from doing anything
