I like his development but i really feel like there’s better character development throughout the show.
I wish Theon had been the one to defeat the night king.

That being said, just because a character does go through a transition it does not mean it was executed well. The journey is also something that matters A LOT. And honestly if we look at game of thrones as a whole (all the seasons) his ending to his journey REALLY falls off.
This is the same man who killed the Mad King then says he never really cares for the people or the innocent. Also the same man who was DISGUSTED by Cersei’s actions so he abandons her and goes North. I don’t know how a character who had 5-6 seasons of development can just be wasted so fast.
If we ignore the last season then Jamie was honestly an amazing character but If you look at the entire show then I don’t think so.

SZN 8 was a disaster for sure but i’ve never felt that Jamie was handled wrongly. A little rushed perhaps but I had always found the intrigue of the character to be his crippling love for Cersei, when he went back to her it didn’t feel jarring at all for me personally.
I guess that’s a preference though.

Zuko from TLA is a perfect 10/10 planned plot line.
Zuko's character arc is also the most double edged sword to have been made because his influence has permeated throughout western animation and maybe film. People our age getting into the industry are gonna chase that high of a well fleshed out redemption arc to the end of times.
There's so many failed redemption arcs or shows in animation that try to imitate the success the last air bender had.

Should’ve put him in a situation where he had to choose between killing Cersei or letting millions die (maybe she was planning on blowing up kings landing with wildfire if she lost.) Would be a flashback to the kingslayer moment and brought his arc full circle.
