He hired the photographer to shoot photos specifically for RD album.(From my understand)
The photographer is entitled to showcase the photos but he isn't allowed to profit from them/sell off copies of them because he was contracted to only shoot them for Jay Z's commercial use.
He does not have the right to profit from the pictures. He only has the right to exhibit them unless agreed upon otherwise.
Copyright law differs between commercial use and editorial use..

This isn't sourced from a contract, this is how copyright law in general works.
If they just verbally agreed to it, that's considered a contract.
Whether or not it they specifically agreed what the photographer could use the photos for is the question. If they did, that would mean the law wouldn't apply to this.
These photos seem like promotional material for reasonable doubt so that counts as commercial use. If that is the case they are connected to intellectual property owned by Jay Z so the law says another person cannot profit off selling it, they can only exhibit them.

I also don’t think it’s as simple as you make it seem when it comes to professional pictures of celebrities especially for a photo shoot of an artists album but we will see
