Websites like Genius seem to call this song by The Japanese House called "Over There" a sample for My Eyes
the lead singer Amber Bain describes the process behind the song in an interview with Apple Music:
"Musically, I was in a bit of a rut and [US producer] BJ Burton sent me something that he and [Bon Iver’s] Justin Vernon had been working on. I started writing over the little loop he sent me—luckily they said I could keep using the chords, because that would have really thrown a spanner in the works!"
The song released on June 30, 2023 - it's not necessarily rare for hip hop songs to sample unreleased (at the time) music, for example using Bon Iver itself, this song samples an unreleased track that was given to Kanye West during the Wyoming Sessions
However in the case of My Eyes the song "Over There" is not sampled on the track, it is actually a very interesting case of the same loop being used by two different artists, completely unrelated to each other, getting released around the same time.

this appears to be an early demo of the song when Travis Scott got his hands on the loop, Justin Vernon has added his vocals and a reference artist named "Dua Saleh" performs Travis' first verse
As the OP of that thread cleverly noticed, the Over There song actually modifies the sample loop while the My Eyes loop is completely unchanged from the demo
So basically, what we have gotten is BJ Burton and Justin Vernon were working on a sample loop and they ended up giving it to two artists: The Japanese House and Travis Scott, who both ended up releasing their own interpretations of it - idk if im the only one but I find it really fascinating to see how two very different artists take a sample and mould it into their own creations
