but no he isn't. Fantastic Voyage made it to No. 3 on the billboard hot 100. his first album was actually considered a pretty solid crossover g-funk album before gangsters paradise. that song was just bigger than him and he could never release anything touching it. it overshadowed everything he did before and after (not that he did much worth mentioning after gangsters paradise anyway).

edit: post-gangster paradise singles 1, 2, 3, 4 (Sumpin' New) & Too Hot didn't do bad just didn't live up to the gangster paradise hype and as time goes by they are much more forgettable.
