In terms of like technicalities, nah he ain't top tier but he has a very definitive style to his voice and he effectively can put a lot of emotion into his singing.
Even then there are a lot of top tier vocalists rn like Weeknd, Ariana Grande, Beyonce, Bruno Mars, Carly Rae Jepsen, Janelle Monae, etc. and a number of them put a lot of emotion into their songs tbh.
tbh Lady Gaga is one hell of a vocalist as well, it just doesn't really reflect in her music
