Nigga.....Jay is super impactful....just not in terms of having a huge mainstream peak.
Blueprint alone is one of the most quoted rap albums in history and Jay is a big influence on many rappers after him including Wayne, Ye, TI, Kendrick, Drake, Cole, Ross, etc.

Bro got in the conversation after dropping 3 classics(RD, BP, TBA) in a crazy 7-8 year run(96-03) where he had bars for weeks and influencing the culture.
Now, I will say some of the efforts to make Jay out to be the undisputed GOAT partly come from his financial success and industry ties but, overall, him being in the GOAT conversation is 100% deserved just for that prime alone.
Never mind AG, the WTT tour, 4:44, and him bodying Jay Elec on his own album.
You can go back and look at all the big media lists from a decade ago and Jay is around in the top 5 in all of them but almost never at the top. Now he's undisputed at the top of all of them. The only thing he's added to his catalogue in that time in 4:44, which, while a great album, isn't enough to push him into that position.
So the way I see it there are three explanations:
1. An orchestrated media push in his favor
2. Everybody deciding to just start appreciating him more despite him putting out almost no new music
3. Simply a factor of passing time–we've gotten far enough away from the previous GOATs of Pac and Big that the people now making the lists prefer Hov, a rapper they're more likely to have grown up with.
Honestly it's probably the third option but I think there's a good mix of option 1 involved as well, primarily because you never even hear the major criticisms against Jay anymore.

he's a big rapper not boring has some classics but compared to other NY rappers in the 90s and 2000s i'd argue ja rule, 50 cent, biggie, nas all sold better and had a much bigger impact

Well, I don't believe in objective GOAT's per say.
But I will say that Jay fits the criteria for it well enough like some others.
I mean...there's niggas who have Biggie as the GOAT and that dude's run was cut short with only 2 albums(maybe 4 if you include the Junior Mafia album and Born Again).
I do believe Jay has become more of a consensus GOAT among mainstream publications but I think his financial success and relatively safe/non-controversial image play a role in that.
That plus the fact that the media started wanting to give more living rappers post Pac/Biggie chances to be considered GOAT's and Nas failed to sustain his mainstream appeal beyond 2002 compared to Jay.
