Does anyone know how people get their playlists to be promoted?

I noticed random people on Spotify and Apple Music have an insane amount of saves or followers and was wondering how to promote my own as well

Yeah basically you make your own playlist with a bunch of like artists/songs and setup a conversion heavy campaign on meta ads and a second one on google and then dump money into it until starts performing
