Honestly, I think that's why Ye hasn't released it yet.
Obviously a lot of great material, but that's mostly from the very valuable features.

I feel like most Kanye albums have loose themes that are usually defined by the more personal songs
let me start by saying kanye is one of the goats and i f***in LOVE donda
but i kind of agree with you OP, and i think kanye is hiding the lack of theme / subject matter behind the same overall idea he's used for TLOP, the dichotomy between wanting to follow god and being the man he is.
to an extent, I think MBDTF is similar to that same theme, highlighting the excesses and pitfalls of the lifestyles of the rich and famous, and ye is similar in that its examining the ups and down of being bipolar.
in that way, it seems like many of his recent full length projects were about exploring those juxtapositions and so the themes kind of run together.
with that said, we've seen kanye do concept albums throughout his career (808s, yeezus, jik) and i dont think he cares enough about music to dedicate the amount of time / perfectionism a project that like requires rn
donda works BECAUSE of the lack of central theme imo, it allows kanye to explore all of his musical styles, which is why we get don toliver + kid cudi crooning about making it to the moon less than 10m before hearing fivio foreign rap his ass off for like 3m straight
