As far as musical insight, sound curation, and imparting unmatched dusted atmosphere in tracks maybe. His tracks are a lot more musically sophisticated than most of his peers, and he's virtually the only one doing anything interesting with the trap sound at this point.

Best rapper though? I mean, usually that implies that the rapping itself is impressive, which it isn't. He's not doing anything new or exciting with his bars, but he doesn't really need to either -- he's an atmosphere and vibe artist before everything else.
