Really loaded question because of how closely his music was related to his non-music antics. He was by no means a transcendent musician, but in a few decades he'll be one of the more iconic acts from this era. I'd say yes, he's a legend in the mind of the public, but I don't really feel that his output justifies that perception

I’m sort of in the industry but my connections with those people came about mostly as a result of me being fairly early on X (at least in comparison to most of his fans nowadays) and putting in a decent amount of work to build his fan community.
