Trump signaled the strike heavily days ago, Iran had days to prep, evacuate sites and remove materials, then U.S. strikes and declares victory. Then they eventually strike some deal. U.S. and Trump have a history of doing this with Tehran.
Iran knew exactly what would be hit and how. We all did. The set back is that the facilities have been ruined, but that's no where close to permanent if they can just rebuild it.

Public messaging is not necessarily reflective of how a government feels privately. They have to publicly be furious. Until they strike U.S. targets with no warning, it means little for now
