2003 was a much more traditional build up for war. Bush admin spent nearly a year mobilizing hundreds of thousands of troops, developing coalition with U.K, and making (ridiculous) arguments to the public, academics, UN Security Council, etc... This was a case for a simultaneous 2nd Middle East war too.

Most people generally following news globally were aware and participating in this discussion far in advance to it happening. There were global protests able to be organized before the war even started.

Here, we got this very bizarre rush to war, a missile fight without boots on ground (yet), and an energy crisis that Americans aren't critically affected by right now. The thing that really does damage is boots on ground, prolonged war and consequences that hit American pockets.
