anyway, street culture is a byproduct of-- you guessed it-- the streets. folk are forced or felt as if they are forced to commit crimes because of the environment that surrounds them. if they commit crimes, they believe that they'll gain power in an environment that will leave them for dead. the tangible consequences are secondhand to them, because they're at rock-bottom and have nothing to lose in the first place.
if you want to stop the violence, you need to go at the source-- economic poverty, dismal education, failing infrastructure, lack of medical access (both mental and physical), weak social programs, and on and on.
So how can this be achieved internally?

this is a massive question that requires a lot of insight and depth to answer it (neither of which I have a lot of)-- but the answer I'll put out is that it's borderline impossible internally. Black folk need two aspects of power that they simply lack:
1. Economic strength
2. Political influence
How do black folk gain economic strength? Massive government infrastructure projects with good pay. Centralized education. Mandated affirmative action. End the war on d****. And etc.
How do black folk gain political influence? Political influence is economic strength in the US. Concentrate the population in a few key states and cities in order to have a stronger presence. Have the economic feasibility to lobby Congress. And etc.
The key is to make it unfeasible for folk to turn to a life of crime. Why would I need to be a dealer when I can go work as an internal auditor? Why would I need to rob a gas station when I can sign up for a nearby project position that will help me feed and take care of my family, and at the same help my community? Why do I need to pickpocket folk to pay for my dying mother's medical bills when I can go to a black-owned clinic with a healthcare system that will allow me to not worry about it?
Uplifting black communities can be done in the span of a few decades-- the problem is the existing power structure that disallows progress and mobility. The US is a big prison for all poor folk.

A couple of posters on the last page mentioned power and control as (viable) reasons why the street life can be so attractive,and your post highlights why it’s so easy to perceive a lack of those things when the solution is both so daunting and also relatively separate from ones own immediate ability.
