Eh, around that time Drake was previewing a lot of music. And the Carti wasn't that highly expected. I say that because Carti fans are basically Beyonce fans. Both fanbases hype up all the snippets and leaks but when the album drops it flops. So the power of carti's fanbase isn't that strong to expect big numbers from Pain 1993.

Also, Toosie Slide clearly didn't add that much steam to the album.

Drake won. Cole announced his project the same day it dropped, did a freestyle, released a documentary, and benefited from not dropping in a long time.
