No, I’m not saying that. Anyone is capable of it given the right history and backing, but it’s a weakness that should be stamped out in a society that is supposed to function as a collective.

The entire purpose of society is to mitigate misery, to ensure everyone the best chance of survival, otherwise what’s the point? If someone is, at the expense of others, attempting to secure a better position for surviving than others, and the core systems of that society have a tendency to give those types of people preferential treatment, then that is a problem that should be addressed, otherwise your society is a failure when the inevitable happens.
