You gotta in this case with a sequel to a billion dollar film. It's not like they have expansive vfx to worry about. Joker 1 was relatively cheap to film for a CBM and made such a massive profit without the crew having been paid much in comparison. Take away their salaries and it's still quite an increase in budget
