Seems like a safe bet that the ‘musical elements’ are joker and harleys view of the world and how they see things, they’ll have big set pieces in their own heads etc. would be cool if those parts look like 1:1 recreations of old musicals. Fred astair, gene kelly musicals type pastiche. Technicolour style (or maybe black and white?), vintage style sets, old fashioned camera lenses and shooting styles. And then when they end it goes back to the gritty 70s taxi driver style real world gotham/arkham
