No he actually can. In the translation it says he has to open his domain to, which he did. The leak was incorrectly saying it. Maki is being targeted.

Here it states specifically that she is within range due to it being open

we dont know the binding vow he made and the appearance of a domain has nothing to do with the actual sure hit effect. the appearance of the domain is to show that he did not use the same part of the brain as he does normally

I saw someone else comment on this but I thought it was interesting - this version of Sukuna's domain appears to showcase a face with eight eyes, which is interesting because both Sukuna and Tengen have four eyes each. Also interesting is the physical similarities this domain has with Kenjaku's domain (womb profusion).
