Don't think most acts they make Tiny Desk would have an issue with crowds like that.
If you're a small artist you're already performing in small venues with people up close anyways. If you're experienced, then this is an easy 20 min gig.

I think you're overestimating how many people are allowed in for these normally lol.
It depends on who is coming that day. Tiny Desk didn't use to be a place major acts or big time legends came to on a regular basis, so yeah the crowds were more minimal. But even this isn't that many people. It's just packed with largely NPR employees (and friends) cus the studio is small.
