Kinda doubt, she was trying to release it herself like until last year. I doubt much changed in a year if it didn't in 4 years. Probably just bitter cause he didn't give the song.

Then he brought it back on Donda 2020 with a Christian Nicki Verse but then he got divorced and album direction changed completely so wasn't on Donda 1 released version.
I guess it just didn't come up until Vultures since then, probably cause Ty Dolla likes the song a lot and has been wanting to release it.
